New French ELO Requirement for ATA Carnet Users – Mandatory from 20 April 2026

ATA Carnet users moving goods to or via France should be aware of a major new French customs requirement which came into force on Monday 20 April 2026.
All vehicles travelling between the UK and France by ferry or Eurotunnel — whether loaded or empty — must have a valid Obligatory Logistics Envelope (ELO) declaration before arriving at port. Vehicles without a valid ELO will be refused access, and failure to comply could cause delays and disruption.
ELO is France’s equivalent to the UK Goods Movement Reference (GMR), combining customs declarations, safety and security information, and transport details into one single barcode for French Smart Border checks. It does not replace the UK GMR — both ELO and GMR will be required for UK to France movements.
ELO can be created by hauliers, freight forwarders, or customs agents with a valid EU EORI number through French Customs systems.
Businesses using ATA Carnets should ensure their logistics partners are prepared and that all documentation is completed before departure to avoid border issues.
