Digital ATA Carnets Update: Testing Phase Concludes and Transition Period Confirmed
26 May 2026
Businesses using ATA Carnets should be aware of the latest developments in the rollout of Digital ATA Carnets (eATA) across the UK and key European markets.
The UKNATACO testing phase concluded earlier than planned on 17 May 2026. The pilot portal has now been closed and all testing data has been removed, marking the next stage in the transition towards digital processing.
While Digital ATA Carnets are being introduced from June 2026, Customs authorities across participating countries will apply a flexible transition period to support businesses adapting to the new system.
Grace period for paper ATA Carnets
To help ensure there are no delays or disruption at the border:
- Paper ATA Carnets issued up to 30 May 2026 will continue to be accepted
- UK, EU, Norwegian and Swiss Customs authorities will apply a flexible approach during rollout
- Paper Carnets are expected to remain valid until at least the end of 2026
- Some journeys may still require paper documentation depending on destination requirements
This transitional approach is intended to provide reassurance for businesses while digital adoption increases.
Preparing for Digital ATA Carnets
Although the testing phase has ended, ATA Carnet users are strongly encouraged to familiarise themselves with the platform ahead of wider implementation later this year.
Businesses can prepare by:
- Visiting the Digital ATA Carnet desktop platform:
https://app-eur.atacarnet.iccwbo.org/login/ - Downloading the Digital ATA Carnet mobile app via the links available on our Digital ATA Carnets page:

- Reviewing our Digital ATA Carnet guide for a step-by-step overview of the system and transition process
We encourage businesses to begin familiarising themselves with the platform well before December to ensure a smooth transition as digital processing becomes more widely adopted.
