Important Update: Self-Certified Certificates of Origin for CPTPP Exports to Malaysia

10 June 2025

UK exporters trading with Malaysia under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) should be aware of recent issues surrounding the use of self-certified Certificates of Origin (COO).

According to Notice to Exporters O-2-2025 , the UK Department for Business and Trade (DBT) has reported that Malaysian customs authorities are currently rejecting self-certified COOs produced using the format previously available on UK Government websites. A revised template has now been issued for use moving forward.

However, exporters are strongly advised not to use self-certified certificates stamped by UK Chambers of Commerce, as these are not valid under CPTPP rules and cannot be used to claim tariff preference when trading with Malaysia or other CPTPP countries.
