Update from HMRC: The Windsor Framework

2 March 2023

The agreement in principle reached by the UK and EU regarding the Windsor Framework.

The Prime Minister announced on‌‌‌ ‌‌Monday‌‌‌ ‌‌(27‌‌‌ ‌‌February‌‌‌ ‌‌2023) that the UK Government has reached an agreement in principle with the EU, aimed at addressing post-Brexit problems with the Northern Ireland Protocol.

This agreement, the Windsor Framework, replaces the old Northern Ireland Protocol, dealing with the issues it has created and providing a new legal and UK constitutional framework.

It delivers free-flowing trade in goods between Great Britain and Northern Ireland through a new green lane.

What does this mean for you?

  • you do not need to take any action now and should continue to move goods into and out of Northern Ireland in the same way as you currently do
  • relevant guidance will be updated in due course, and we will give you time to prepare for new requirements

Current guidance can be found at:

Over the coming weeks, we will work closely with traders to help you prepare and take full advantage of the simplifications that the Agreement offers.

We will provide you with further updates on how we will be doing this in due course.
