Notice to exporters 2020/13: open general licences revised and revoked

Open general licences that include Hong Kong have been changed or amended to bring them in line with restrictions on China.

Further to notice 2020/12 and following the Foreign Secretary’s oral statement of 20 July 2020, the Export Control Joint Unit (ECJU) has removed Hong Kong as a permitted destination from:

  • 20 open general export licences (OGELs)
  • one open general transhipment licence (OGTL)
  • one open general trade control licence (OGTCL)

In addition, one OGEL and one OGTL have been revoked.

Changes to OGELs

You are no longer able to use these licences for exports to or trade with Hong Kong. You should apply for standard individual licences (SIELs) instead.

The following open general licences have been revoked as Hong Kong was the only permitted destination:
