Notice to exporters 2019/16:

1. Introduction
Following the Secretary of State’s statement to Parliament on 26 September 2019 about inadvertent breaches of the Order made by the Court of Appeal and the commitment given to Parliament on 20 June 2019, we have reviewed open general export licences (OGELs) and open general trade control licences (OGTCLs) permitting exports to Saudi Arabia and its coalition partners carrying out military operations in Yemen.
Until further notice, it will not be possible to register for a number of OGELS and OGTCLs for exports and brokering to Saudi Arabia, Bahrain, Egypt, Jordan, Kuwait, Sudan and United Arab Emirates (listed below).
In addition, following the recent incursion by the Turkish military in north east Syria, we are monitoring the situation in Syria very closely and considering the licensing position. No further export licences to Turkey for items which might be used in military operations in Syria will be granted while we do so.
In light of this, we have reviewed OGELs and OGTCLs where exports or brokering to Turkey have been permitted. Until further notice, it will not be possible to register for a number of OGELS and OGTCLs for Turkey (listed below).
2. New or revised open general licences
New or revised versions of the open general licences affected by these changes have now been published without the destinations referenced in the Introduction to this notice.
2.1 Revised open general licences
The following open general export licences have been reissued with changes to the permitted destinations in line with our statements in the Introduction to this notice:
- open general export licence (PCBs and Components for military goods - from June 2019)
- open general export licence (exports or transfers in support of UK Government defence contracts - from June 2019)
- open general export licence (technology for military goods - from June 2019)
- open general export licence (software and source code for military goods - from June 2019)
- open general export licence (export after repair/replacement under warranty: military goods- from June 2019)
The following Open General Export Licences have been reissued so as to not permit exports to Saudi Arabia and its coalition partners carrying out military operations in Yemen as referenced in the Introduction to this notice:
- open general export licence (export after exhibition or demonstration: military goods)
- open General Export Licence (export after exhibition: dual-use items)
2.2 New open general licences
The following new open general licences are open for registration (but not permitting exports or brokering for the countries referenced in the Introduction to this notice):
- open general export licence (technology for dual-use Items - from June 2019)
- open general export licence (PCBs and components for dual-use items - from June 2019)
- open general export licence (export after repair/replacement under warranty: dual-use Items - from June 2019)
- open general trade control licence (category C goods - from December 2019)
- open general trade control licence (trade and transportation: small arms and light weapons - from December 2019)
- open general export licence (access overseas to software and technology for military goods: individual use only – from December 2019)
- open general export licence (chemicals – from December 2019)
The following new Open General Export Licences are open for registration (but not permitting exports to Saudi Arabia and its coalition partners carrying out military operations in Yemen as referenced in the Introduction to this notice):
- open general export licence (cryptographic development – from December 2019)
- open general export licence (export for exhibition: military goods – from December 2019)
- open general export licence (export for repair/replacement under warranty: dual-use items - from December 2019)
- open general export licence (export for repair/replacement under warranty: military goods – from December 2019)
- open general export licence (historic military goods – from December 2019)
- open general export licence (information security items – from December 2019
- open general export licence (low value shipments – from December 2019)
- open general export licence (military and dual-use goods: UK forces deployed in non-embargoed destinations – from December 2019)
- open general export licence (military goods: for demonstration – from December 2019)
- open general export licence (military surplus vehicles – from December 2019)
- open general export licence (oil and gas exploration: dual-use items – from December 2019)
- open general export licence (X – from December 2019)
